    if health professional writes off the payment of patient is it fraud or abuse?
    if a health insurance professional is convinced 60- year old patient at the clinic is a financial hardship case.He tells the patient he will send in a claim to her insurance company and write off any balance that they do not pay.
    is the insurance professional with in his legal rights as a health insurance professional to do this for patient?
    defend your position for writing of the balance/or against
    could the insurance professionals actions constitute fraud or abuse?

    If he does it once, it’s OK. If he does it routinely, it’s fraud. The defense is in federal regulations. Yes, the same government that’s worried about the rising costs of medical care.
